yes, but we (The Telco/ISP) own the fiber to the meet point so we do
have the freedom to pull it out of the ground and use it.

Customers are a huge issue, it is impossible to have a profitable
business without them, but if the customers are global and don't need to
touch the hardware (or if you contract to touch it for them) then
geolocation is not important.  Proximity to the backbone is much more
important.
