It is policy, until somebody takes it to court.

I am still not a lawyer, but I do believe that you have no contract 
between you and your customer's customer, so your contract with your 
customer needs to spell out what happens when they (your customer) 
abandons property (theirs or somebody else's) on your property.

What other people do is indeed interesting, but what you need to know is 
what will your lawyers defend.
