I have had similar experiences, it took escalations to get normal things done that our other upstreams would have done with no issue. We are immune to their peering issues though as they are one of five providers in our case so when they get in peering fights we would not notice same with when they take two days to update route filters (since they don't use any irr even though our other providers all support it). However, last time I had a customer service issue with them their response was, and I quote, "Well, we ARE a cheap bandwidth provider, we just don't do all the things other companies do." This was after they refused to block a DDOS attack targeted to us. I ended up having to re-route the affected block through another provider who would filter.
