If you want to use a river as a heat dump in this country be prepared to
fund an environmental impact study..

Well, my idea was to use water/water heat exchange, ie don't cool against
the air, cool against the 10C water flowing by in the river.

It's not really applicable here as datacenter have excess heat 24/7/365, but
it's becoming more and more common here to use underground water that you
heat in the summer (when it's warm outside, warm being +20C or over) as you
need to cool the building (ie cool building by heating the water), then in
the winter when you need to heat the building, use the hot water and cool it
down again.

The Stockholm airport claims 80% power reduction for heating/cooling by
doing this, payback for investment was supposedly 5-6 years.
