I'm guessing the facility is giving you a NEMA L21 20 or 30 amp? Yeah, there's a neutral and you could get 120 out of it, but the PDU isn't presenting it. They might frown on you opening up the box and pulling wires out to install a 5-15. I suppose you could build some kind of intermediate junction box thing with a cord and a plug on it, but it's unlikely to be approved if the facility wants all the stuff you bring in to your cage to be legit.
