I can see wanting to monitor your own network for routing failures and
changes in dynamic routing that might indicate problems, but if you're
monitoring some endpoint outside your network by doing continual
traceroutes, apart from satisfying your own curiousity I'm not sure how
much you could use the information on path changes in networks that
someone else is managing.  You could find that the path changes all the
time even while connectivity remains available, or that when
connectivity is interrupted knowing what the different paths might have
been isn't of any use.  So maybe you could go pester some other provider
about the network failure but that might not do anything to speed up the
resolution.  And you couldn't even depend on traceroute output that much
since an apparent missing hop in a traceroute doesn't necessarily mean
that there is a failure of connectivity; maybe some router just didn't
feel like sending an ICMP TTL exceeded back to you.
