We disagree.  The throughput of a full-dux circuit can be very, very different than a half-dux circuit.

If you are discussing the throughput of a connection to "The Internet" through a provider, then the tail circuit is one of many limitations on that number.  But that was not, I thought, what the OP asked.

It's not a "hold over".  There are many half-dux circuits in use today.

If the provider is saying they will not provide more than 100 Mbps (in+out), that is different than "the circuit cannot transmit more than 100 Mbps (in+out)".  The OP made it sound like this provider claimed the latter.  If so, the telco is either highly confused, or misspoke when they said the circuit was full-dux.

Perhaps the OP could clarify?

Also, I've never seen a provider sign a contract claiming they would not allow $N Mbps in+out.  They may bill in+out (uncommon, but not unheard of), but why would they not provide as many in-bits as possible no matter out-bits there were unless there was a physical limitation?  Put another way, why would they intentionally limit their revenue?
