Maybe someone told them that the right way to comply with Section E of
the ISPA CoC is to misuse RBLs in their mail filtering configs...
Can't think of any other reason that they'd say this.

Um.... NO
The vodamail servers spent more time on RBLs than any of the Google
servers. Most ISPs running relays for their access clients are in a
daily battle to keep themselves off the RBLs.
SORBS is not the most fair RBL around and mail recipients using them
for filtering should keep that in mind.
