Well, technically they only sell access to a database of already-ported 
numbers. They do not maintain a list of number routing prefixes between 
the operators.

But yes, each operator should know where to route, for example, 
0871350594. If I dial it from my handset, my operator will have a 
routing prefix for that range and route it either via a transit operator 
or directly if they have direct peering (almost like IP routing/peering).

Some operators rely on 3rd party traffic brokers to route traffic on a 
"default gateway" principle. Eg. see BICS.
