What is the value of distinguishing operators from the public in this 
instance?  Joe Public can benefit from routing information too.

I see they also have a public facing query interface these days (kudos), 
but no, this doesn't do exactly what is required.  They only seem to 
handle number portability, which is not the same as providing 
operator/routing information for the whole of +27, eg. they have nothing 
for 0871350594.
