so, even if you get an overwhelming majority to support your call to 
repeal soft-landing, and assuming that there’s zero delays (heh!) in 
getting this working, there’s a 2 week period for last-call, then an 
assessment period, and then a board meeting to ratify this.  then there 
is that eerie murkiness*  that’s needed for staff to implement … 
sounds like you’re in july/aug already, and whoops, that ship has 
sailed ..  :-)
[of course there’s that emergency policy bell to pull, but that’s 
never been used, so its efficacy is untested]

andrew,
frankly, i am a little confused.  earlier in this thread, you were 
asking for policy fixes, to stop the Great Outflow, which would have the 
nett effect of keeping the IPv4 pool alive longer.   now you seem to be 
advocating for it to finish faster.   que?
