depleted means different things to different people.
as an operator, you can still get IPv4 from the NCC.  they just don’t 
have a /8 worth of it.

if it’s a /20 that they got from afrinic or arin (and this is more 
than likely the case, since pre-arin the allocations were mostly blocks 
of /16s or /24s) they can’t actually monetise this, since there is no 
transfer policy in place at afrinic.
