The"group"/cluster of countries in roughly the same speed range (Argentina/Ecuador,Morocco,Mexico,etc) are all 50% cheaper than South Africa - at roughly the same speed) and there are many developing/3rd world countries in the same mix (a few not on this map) This map actually says a lot about South Africa it's people and industry (as it does about Iran) It is not good to be anywhere near the top left of this map... But there will be some ooh's and aah's and fizzle. In a few years we will still be in the top left of this same map - as is evident from other, similar stark SA Internet realities.
