I distinctly remember having this exact problem transferring a domain away
 from ox.co.za about 10 years ago. You cut off the registrant's email
address, refused to accept the transfer, and then you also set the TTL of
their website to 1 week to make sure the site was still down for an
extended period once the domain owner went the legal form request route
through Uniforum.
