Top posting, real quick - before everyone like Ed Pascoe wades in with
their "feelings" and accusations (whether true or false).

There is a critical and fatal flaw in the EPP system & Policies. - This
is a fact - not an opinion.

If you are still confused - read the above paragraph.

The Policy says: If nothing happens - a domain is transferred

In real life (IRL) if nothing happens - nothing happens.

This has been like this for many years.

Here comes the rub:

If it works as per section 9 - anyone of the "registrars" some with no
technical skills, some of very dubious corporate ethics, can:

Update any domain of any one of these "registrars" and many of them are
clueless...

But

When the system does need to work, as per the 'published" policy 
i.e Section 9 (9.3 Point 9)

And the ZACR as well as the losing Registrar - are doing "favours"
then, this is untenable.

As the Consumer (domain Registrant) has no control over that which they
paid for.

So, Calvin assumed that Section 9 is functional, whereas it is not. Has
not worked like that for years...

Anyway, just for clarity
