I've had good experience with EdgeCore products, and I know a few providers
in New Zealand have been using them in their networks for 10+ years now.

They have a model that looks like what you want:

Accton, EdgeCore's parent company, also manufactures Facebook's 100G
datacentre switches, the IgniteNet line of mmWave radios, and probably some
other OEM stuff I have no idea about.
