Having the major players at the exchanges allows REP participants to
provision one circuit to the peering point and pick up peering traffic
along with the ability to buy transit traffic at the same place.  This
is one of the reasons why PAIX and Equinix have been so successful.  

The other end of the spectrum is I can connect to a peering point on an
inexpensive GIG-E or 100MB port and not have to terminate OC-3, OC-12,
or a DS-3 for the seperate provider.  I would only need to terminate
this expensive circuit for my connection to the REP.  This helps change
the economics of purchasing bandwidth and allows an end user to change
transit providers very easily (provided they have their own IP space).
