I would additionally suggest that a "regional " exchange is 
an exchange that focuses on the peering 
and delivery of ASP and SP services that are
indigenous to a region.

Thinkof a region as being an economic zone if interest.

For example, in St. Louis local high quality distance learning
is of interest primarily only to the regional market.

Enterprises within 150 miles of St. Louis will want
to attach, just for that purpose.
