	yes, that was the same question I asked. And perhaps Jerri 
	(or Netlabs) provided a clue.  Its not technical, it social.
	Regional exchanges tend to support interconnection between 
	sites that have distinctly different peering/transit requirements
	than "National/International" exchanges. 

	In one case, you have a predominance of parties that will only
	peer if you have OC768 interconnects at 15 locations, 7 of which
	must be on different continents.  In the other case, you have a
	predominance of parties that will peer with anyone who touchs
	the switch fabric.  

	This is not an attribute of the exchange per se, but of the parties
	at the exchange. And its not just being promiscious.  Defining
	and controlling routing for "regional" work can be as complex as
	the routing design for a transnational.
