Monitoring traffic, or measuring traffic?  assuming you mean the
latter, GX uses in-house developed pollers with an Oracle back-end.
For a small exchange point, mrtg should be adequate.

NetViz, hands down.  We have a in-house developed discovery
application with oracle back-end that netviz ties into for it's
data, which is quite handy.  NetViz is great because unlike Visio,
it's heirarchical.  drill down into a site on the map and you get
the logical (or physical if you prefer) site and components, drill
into a router/switch and you get all the parts in it.  Is
all this really necessary for a small exchange, though?  what
topology needs to be mapped out in an exchange?

Back in the day when I owned a small ISP... tkined was a pretty cool 
free network mgmt platform that did topology layouts.

netcool for event management, no contest.  However, for an
exchange, I'm sure there's something free that will page
people when something doesn't respond to pings...that might
be more appropriate.

I haven't seen any free ones worth beans.  I tried gnat years ago.
Remedy is still the best, IMO, although GX uses Clarify for global
trouble ticketing now.
