REP How-to's

I have had a few conversations recently with people and
organizations who are interested in starting a regional
exchange point.

Has anyone found or put together anything along the lines of
a "Starting an Exchange in your Community" How-to or FAQ?  
Any references to material you think apply to the topic?

I'm interested in the technical, business, financial and
social/political/psychological aspects of starting an
exchange. Any suggestions?
