On removing Tools menu

In another emmail Mimi suggested removing the Tools menu. My first thought was that this would be too drastic and that there are items in Tools that should be in the final product. However, having looked through them, I could see all of the stuff covered by optional plugins (although I'll have to point out that some of the stuff in the Tools list is available by default in all clients I know of, like certificate management in Firefox, Thunderbird and Evolution).
