Perhaps I should have asked differently. Why do *we* need to validate an
email address, when Foxmarks does not?

If we absolutely do need to validate email for some reason, I'd like to
go with Hank's proposal of creating a time-limited account. If the user
checked their email during this time limit (24 hours sounds good) and
"activated" their account the time limit would be removed.
