Re: Draft committer policy

Hi,

I think that the responsibilities/privileges should appear for each 
category. For instance, with respect to Bugzilla:
- Users: can log new bugs
- Contributors: can submit patches for review through Bugzilla
- Committers: can accept and commit patches, mark bugs fixed, etc...

As it is written, it feels a little bit an all or nothing policy.
