[Process] NNTP access to OSAF mailing lists

The contents of OSAF's Announce and Design mailing lists are now available 
via NNTP as follows from http://news.gmane.org

Design:

Announce  (which is still empty)

We don't know who did this.  Morgen Sagen, who is the temporary mailing 
list administrator at OSAF simply received a notification.  He is in touch 
with the administrators at news,gname.org.  There are a couple of problems: 
the Design list only has articles since Oct 29th, and the two newsgroups so 
far have the names "gmane.comp.osafoundation.design" and 
"gmane.comp.osa.announce".  We are trying to fix these issues.
