Although intended to support the Planning Game aspect of eXtreme Programming, Olivier Chirouze of the Applied Research Labs Ericsson Ireland has just announced an Open Source tool that could be very helpful for managing requirements (not exactly requirements in the strictest sense, but useful stuff for sure). The rather minimal requirements are PHP and MySQL and its SourceForge home is here: http://xpweb.sourceforge.net/ Check out the screenshots: http://xpweb.sourceforge.net/Screenshots.php to get a quick feel for what this might do for the all important requirements/use/planning process.
