You need the apm OR acpi modules loaded. Usually the hardware
detection scripts which run during install process do it for you. If
they fail, please use the command `modconf' as root, (from a console /
xterm) and load the modules from /kernel/drivers/apm or
/kernel/driver/acpi menu.

Default 2.2 kernel of woody did not have (AFAICT) apm or acpi support
( I may be wrong). But if you installed woody using bf24 option at
install time, powersaving mode worked.

It all depends on loading appropriate kernl module. Since the name of
moduls varies between 2.4 and 2.6 Kernels, and depends on whether you
use apm or the more advanced acpi, better information about the kernel
(not distro) is required.
