No, MacSM is for Apple specific OTF (OTF apparently has some differences
w.r.t Apple)

Here is what I did: I opened all the rachana ttf fonts in seperate pfaedit
sessions, and copied and pasted into the new one. To edit substitution
tables, right click on the glyph -> char info -> ligature. Select "new"
and select Tag as "akhand". On the components field, write component
"names" with space as the seperator. I could generate tables (I used
ttx to dump the tables, and found gsub tables in there) this way.

Right now, I have put the unicode code points into the font. Rest of 
the glyphs should not be put into private area, instead they should be 
unencoded (look at MukthiNarrow Bangla font for an example). Those
glyphs should not be accessible through cmap and should be accessible
only through gsub table. 

Looking at unicode standard 4.0, I couldn't find two glyphs in rachana
for code points U+0D66 (Malayalam digit 0) and U+0D4C (Vowel AU)

I am first naming the glyphs. It is an easy but manual process which is 
taking time. If one sits full time, it should be done in couple of days.
