If you search for words/phrases like "CALEA", "lawful intercept" for OEM's
and vendors, I am sure you can quickly figure out the potential list of
vendors. Chances are media, PR agencies would have some items that allow
you to connect the dots together. I'd expect a large systems-integrator
(could be multi-national) with a some involvement of a local partner (to
satiate national pride and show existence of control checks-n-balances), to
be responsible for the overall design and deployment of the CMS. Unable to
comment on the whether a list has actually been published or sought via RTI
though, actually haven't looked.

Fundamental technology for wiretap and snooping, is not rocket-science, and
in fact is relatively easy. The challenge however, is to do it fast-enough,
efficiently enough and at a scale that is several orders of magnitude
higher than what one can imagine at enterprise level.
