On a distantly-related note about NIC mail, I clicked through to "NIC Mail"
link on http://uk.gov.in/ website, and found that accessing
https://mail.nic.in/ gives an "Untrusted Secure Connection" warning in web
browsers. May be users have learned to ignore the warning and always
continue. Configuring Secure access must be mandated for e-mail access.

It does not look like they used a Unicode-compliant font (GoI had issued a
guideline about using Unicode-compliant fonts only:

http://www.web.guidelines.gov.in/ does seem to list "Support Services" and
"Web Development Guidelines", and this being a NIC, Uttarakhand website, it
must derive from these.

I chanced upon a "Online Survey for Revision to Guidelines for Indian
Government Websites"

seems accepting inputs currently.
