It is a certificate signed by NIC's internal CA so that's just fine. It is valid and will protect any https connection to the server. It is a simple enough matter to deploy a root ca bundle for govt issued computers that includes the nic ca as trusted

On a distantly-related note about NIC mail, I clicked through to "NIC Mail" link on http://uk.gov.in/ website, and found that accessing https://mail.nic.in/ gives an "Untrusted Secure Connection" warning in web browsers. May be users have learned to ignore the warning and always continue. Configuring Secure access must be mandated for e-mail access.
 
Unfortunately, I could not read this document, as it is presented in some uncommon font (I assume it is probably some Devanagari font, but I have the popular ones, and this is not amongst them). Without more information, I cannot decide what resource I might need to read this page. Or the other pages, which have the same problem.



It does not look like they used a Unicode-compliant font (GoI had issued a guideline about using Unicode-compliant fonts only: http://www.rajbhasha.nic.in/om-unicodeeng.pdf )

 
Apparently a course on basic web usage and design might be necessary for the NIC web designing staff (hint: it is called 'content management system'. Many free CMS' make it simple to update such sites, not just every day, but continuously. Some allow security holes to be inserted in web sites as well, but the judicious use of safeguards help guard against the obvious risks). And a little help is needed by the DMMC people as well, to rescue them from this disaster. As the listmember who pointed me towards this site exclaimed, "God help the poor sods out there". Yes. Because the good folks at DMMC web site aren't helping.



http://www.web.guidelines.gov.in/ does seem to list "Support Services" and "Web Development Guidelines", and this being a NIC, Uttarakhand website, it must derive from these.

I chanced upon a "Online Survey for Revision to Guidelines for Indian Government Websites" http://www.web.guidelines.gov.in/survey/questionnaire/index.php , which seems accepting inputs currently.
