Yes. And it is not merely the "4.4 Mbps" which is shock inducing. The
overall quality of service (provider, customer response, technical
expertise) is actually on a downswing across a large swathe of the
country for both domestic and commercial consumption.

Plus, I have serious doubts about the "UPLOAD 3.1Mbps" data point.
