An interesting study which could inform policy would be to collect 2G/3G Internet speed data with a crowd sourced project. I got thinking about this on a recent ~600km of road trip in India (Delhi - Dharamsala, then Dheradun to Garwal and then to Dhamasala) I collected speed data in some places. In cities it was frequently quite nice, but in between, and certainly in the mountains, the speed was very low or zero. I used Speedtest by Ookla, which recorded Lat/Long along with speed.
