The Registry only sells domains for periods of one year(and multiples.).
You/your registrar need to return the domanin within the specified period to
take advantage of the AGP. (And there are limits to how many such returns a
registrar can make, beyond that they pay for a whole year regardless.)

So the question of "NIXI dropped their AGP axe" doesn't arise at all,
said axe can only be weilded by your registrar on your behalf.

That's probably the most obscure/rarest use of the "ON HOLD" status.

The most common use is by domain registrars to hold on to a domain for 30-40
days after a domain expires so that they can resell the domain back to the
original owners at a premium.(Usually in the range of USD 100 for the first
year)

I have had one of my .in domains put "ON HOLD" by a registrar when they ran
out of credits and couldn't renew it due to some banking issues in
wire transfering funds to the IN registry. And I got to renew it at regular
rates a few days after it expired.

It's most likely Aust Domains that has put the hold.

If you try to buy cdacpune.in from
http://www.austdomains.com.au/domain-names/search/?domain=cdacpune.in

They are the only ones that give you the option to back order it for USD 15.

But other registrars claim the domain is unavailable. (I checked
Mitsu/Namecheap/Bigrock/Namesi)
