1) I am in touch with the point people in NATGRID, CDAC as well as NIXI.

2) This is definitely a "block". However, they are unwilling to say to me
if Dr. Gulshan Rai's office has issued any "emergency action" direction
under IT Act, from which I infer NIXI probably took a local (and illegal)
action at their level under the "Terms for Registrants" on request of
C-DAC. (Dr. Gulshan Rai is the Designated Officer for the Blocking Rules
2009)

3) We promptly responded by filing an intimation of "cyber security
incident" occurring on INNIC/NIXI's "NXDOMAIN" Registry servers to CERT-IN
under Rule 3(9) of IT(IG) Rules 2011 which has resulted in "block" of the
website by some unauthorised persons hacking the INNNIC servers.

4) The importance of AGP and domain tasting will emerge in the reply we
submit as and when Dr. Rai's office approaches us under the Rules.

5) In 99% of the cases (which are out of the public's eye), NIXI manages to
get away with this "irregular censorship". I know because a)
http://xxxlive.in and b) http://megatop.in are examples of porno sites
which are temporarily blocked after my complaints to DeITy by the same "ON
HOLD" method.
