An IT manager major insurance company once called me frantically saying the 
telco was threatening to disconnect their main board line due to my 
complaint of telemarketing spam :)

Sharing complainant data is just plain wrong though.. Not all are likely to 
be apologetic. Many  of these spams are sent  by shady builders etc and 
they are quite capable of sending goons to your house due to the complaint 
if your data is shared back to them

As for the withdrawal you may want to send a email to the guy who contacted 
you saying you withdraw it, and he can send it to the telco. That is if you 
so wish. If you prefer to keep the complaint and let the guy get 
disconnected that is surely your prerogative too.
