Alas, the universe has already been contradicted in several parts of the 
US including unlimited access supplied to the end user.

In fact, there would be many more had not the monied interests paid the 
politicians to step on these types of initiatives.

Now, if you'd like to discuss how these networks make financial sense, 
or how such networks can be implemented at no cost to the city for 
construction or maintenance, I would be thrilled to add to the 
discussion in that manner.
