I would like to disagree with this premise. Why should the tax payer (
including the poor who pay a great deal of indirect taxes ) pay for
the schemes run by the government. The  tablet(s)/laptop(s) funded by
government money are a bad idea as well. The government should fund
research by all means, make this research available to public by all
means but not get into commercial implementations of this scale. I
hold the same opinion about NOFN or whatever is called now.

Historically the wired broadband in Delhi has been a mess because of
expensive RoW.
Most areas in Delhi suffer from single or no wired ISP and the
wireless ISPs ( 3G/4G ) are inconsistent in their performance.

If the Delhi Government is serious about Internet penetration they
should rather work on providing information about ducts/under-ground
paths available and identify overhead fiber-optic pathways along the
electricity poles and encourage the existing ISPs ( or new entrants )
to play either in wireless or wired Internet access markets.
