This is one aspect of what a public/private partnership brings to the 
table.

Reduced to its most simplistic explanation, government provides 
information and access to assets along with ensuring that entrenched 
bureaucracy/regulation does not impede progress. The private entity now 
builds upon these assets and either compensates government through 
direct payment and/or by providing services at reduced or at no cost.

One implementation I have personally witnessed used part of the 
government's compensation to provide free service to low income 
residents who, as you pointed out, do pay a disproportionate percentage 
of their income in indirect taxes.
