Pardon top posting, this old Android app is limited, and afaik, the entire mail handling on Android seems to have had some negative effect on accessing mail on the desktop. Hope I can figure out a solution soon, but for now my sincere apologies.

The news reports quoted by Ken and others seem to be no better than whole cloth. Without sophisticated tracking tools, the volume of porn traffic and who is accessing it seems to be fantasy on the part of the persons who refuse to be quoted, or identified as spokespersons. 

I don't think that shifting the onus to the ISPs is vague. It specifically enjoins them to maintain facilities to determine child porn and to block it, an admirable objective, like health for all. However, since accessing child porn is globally anathema, legally speaking, with specific international agreements on throttling it, by definition, the government has ordered persons (unnamed) employed by the ISPs to commit international crimes. In my humble opinion, without resort to acronyms, the order is illegal and the person who signed it should be prosecuted. In an international court, preferably. If said person can prove that the order was issued under coercive pressure from some other person or persons of influence, by all means implead he/she/them.

But now that this fascinating social experiment is under way, has internet traffic dropped by 60%? Are Airtel/Reliance/Tatas losing money hand over fist? Pray do tell? Not that I am advocating porn access as a necessary condition for running a connectivity service, but my reading of all the mails in the thread indicates that there is some convoluted consensus.
