Basically, I would go with your definition of "net neutrality" since it is
no preference to one type of "packets" from a source or whatever (fast
lanes, throttling, or blocking). Note some sites will be blocked due to
regulations (!!!). The Skype (Internet Telephony), FB, Netflix, Twitter are
OTT services and this is where the old telcos are complaining because they
see that their business is reduced to being an infrastructure provided
(much like toll roads) and that the real value/money is in the services
(goods carried on the toll roads).

I am personally not sure that FB can claim that they are building a VPN or
indeed BBS since they want to be, on one hand, public service provider
(ISP) and on the other hand they do not wish to replicate the information
into their VPN/BBS  so they wish to create an Internet access where they
block sites which are not in their "partnership" list.

I find Zuckerberg very clever in pushing this - he has little to no
investment as the infrastructure is provided by Reliance and FBB gets all
the user data for marketing, ...

I do not blame him for making his next $billions from Indian "poor" but the
issue is what you had mentioned: should the Indian Government allow this?
