Here the investments in India is poor by any standard as India plays the classic "wait and copy". The IP regime is tightening up as well so this cost is normally not met in legacy system maintenace which India shines. As legacy is replaced by cloud and (mobile) apps, have the Indian IT trained enough for this? Even in "smart Cities implementation, many EU countries are "helping" out with their innovative products - I did not detect that much innovative Indian solutions. Thrump may be "last straw" but I think the main culprit is the tetonic technological shifts occuring now and the lack of Indian R&D direction.
