IMO it depends on the laws of the land. If laws cant be changed, nothing
much is going is going to change.  If America will only have driverless
cars in 2 decades then why not IT desks without Engineers in India. But
then there'll still be people managing software behind those computers
behind those desks and softwares that run the driverless cars.
