CAG did mention that figure as one of the loss projections. That encouraged
court, media, and government to rally to impose licensing fees on telcos.
After 6 years, we now know that the entire payment has added to bank NPA.

Some telcos were made to pay astronomical license fees, some one is
provided free of charge. Then, consumers are left to a monopoly market.

Chasing ghosts of corruption can sometimes be counter productive. Society
is led to believe that procedural lapses are corruption and after 6 years
the investigating agency produces big zero under the same regime who
started their campaign with 2G scam.
