Hi,

"Best" is very subjective.

Our concern was primarily being able to work with MS documents in both
languages.
While it is not without problems, we find OOo 1.1 serves our purpose, and
will hopefully get better.
Our use is mainly text - we do not do much with graphics, and do not use
macros.
We do, however, use fairly big documents and we also track changes. OOo
works quite well but is not as happy with bigger documents as
MSword. MSword seems to run into trouble at about 60 pages of tracked
text. OOo much sooner.

It costs nothing to try, apart from time.

Your staff will probably complain about the change, but hat is to be expected.

I looked at Abiword, some time ago (before 2) and quite liked it, but OOo
seems to be emerging as the open alternative when exchanging documents with
MS Word is needed.

I also quite like KDE as the desktop, but I have not really tried their
word processor. We can do most of what we need with OOo and Mozilla.
