I think you are having a local access issue. Network connectivity between
Dalian and Beijing is rotten. Anything that is clocking double digits in
side China is crapiola. Especially after the first hop. One hop from you is
your ISP which is probably filtering icmp packets as are all major hops on
the Dalian regional backbone. You are being robbed of bandwidth at your ISP
which has probably over subscribed its services. I tried pinging a site in
Dalian. They are filtering packets, but the Beijing end of the backbone is
fine. Filter packets and hide your mistakes. So that no one reads into how
latent the Chinese backbone is...
