I suspect that Windows has the same problem but makes it less noticeable via caching DNS responses. Have you set your FC2 box to use bind to locally cache DNS requests? That way only the first request is slow. Another option is to use alternative DNS servers that are faster, rather than the ADSL provider's DNS servers. Sometimes even DNS servers outside the country are faster to respond.
