Yes.

Install the:

bind-cachingdns

Package.

Or named similar to that.

Then just set DNS lookups to localhost.  The caching DNS has all the
root dns server info so it can resolve and find any lookup you want.  In
fact as far as most clients go - a client only =needs= a caching DNS to
work.  A full blown DNS server will host zone files and server them to
other DNS servers.  So there is no reason why people don't more often -
place aq caching DNS Server in between themselves and the "Zone serving"
dns servers.
