This isn't really technical, but my mail has not had a problem in the 3 years I have had it hosted at ICD (http://www2.icdsoft.com/). I'm not affiliated, but I am one happy customer. They have servers in Hong Kong and the US, I was on the HK server for a year and then 2 years on the US one, with nary a delay or problem.
