Mediawiki is quite popular. For example:

I am quite sceptical about PHP security issues, so, I don't use any
CMS, just simple XHTML 1.0 and CSS.

If you like Python, you can try MoinMoin or Plone.

CMS helps in this context, especially when they don't need to worry
about standards. I'd recommend Mediawiki in such circumstances, quite
easy to setup and backup.
